I have no idea. I don't know anything about owls (other than that they predate on voles). What's fascinating is the way it hangs on and gives the island-perch several tries.
This blog charts the fortunes of water voles in and around the Whitchurch area, North Shropshire. Water voles are one of the UK's most threatened mammals, extinct in many counties, and so it's vital they receive as much monitoring and protection as there is going. Here in Whitchurch we're lucky enough to have them right in the middle of town - how cool is that?

What fantastic footage, Kate! Could this be a young owl I wonder?

It was the wobbling about that made me wonder. Not sure an adult owl would wobble so much and I guess they are in prime learning how to hunt mode now.
You could well be right.
The consensus on Wild About Britain seems to be that the owl is bathing.
